The financial regulator head could also be replaced, the Korea Economic Daily reported on Monday, also citing unidentified sources. Some cabinet members are widely expected to stand down to capitalise on their increased profile to run as political candidates. Yoon does not require parliamentary approval to appoint a finance minister, who also serves as deputy prime minister.

The trilateral drills come as North Korea unveiled last week new, smaller nuclear warheads, vowed to produce more weapons-grade nuclear materials to expand its arsenal, and boasted of what it called a nuclear-capable underwater attack drone. This week's exercises will use a mobile anti-submarine warfare training target to improve the capabilities needed to detect, track and destroy North Korean underwater threats, the ministry said. The three countries last held trilateral anti-submarine drills in September - the first time in five years - amid tension over North Korea's unprecedented number of missile tests.

Yoon refused, saying on Monday that attaching any conditions to attendance at his speech would be "unprecedented in our constitutional history". Yoon's Tuesday speech called for swift passage of the budget with bipartisan support, to ease households' economic hardship and improve people's livelihoods.
